New ornamental fish species found

ITANAGAR, Jul 20: Department of Zoology, Jawaharlal Nehru College, Pasighat has discovered a new ornamental fish species Microphis Ignoratus in the tributary of Siang River.

Presence of this freshwater pipefish in India is a new record and was never observed by any other researchers even before in the Fresh Water System of Indian sub-continent. It is recorded for the first time at one of the tributaries of Siang near Sigar village under Mebo of East Siang district, informed the Head of Department Dr. Keshav Kumar Jha.

Employee stabbed fatally

Itanagar, Jul 20: A hotel employee was stabbed fatally during a scuffle between two groups inside an upmarket hotel here, police said today.

Capital Superintendent of Police Seju P Kurivilla said a kitchen helper of the hotel was stabbed in the abdomen with a kitchen knife allegedly by a housekeeper during the scuffle last night.

The man succumbed to his injuries while being transferred from one hospital to another.

The knife has been seized and the accused arrested, Kurivilla said adding probe into the incident is on. PTI

Environment awareness camp

ITANAGAR, Jul 20: West Siang District Socio-Culture and Economic Development Society (WSDSCEDS) in collaboration with Department of Environment and Forest, West Siang organized an awareness programme on importance of protection and conservation of environment and biodiversity at Doji Jeko Village yesterday.

DFO Nyali Ete highlighted all the important environmental issues facing the world and called upon the people to share the responsibility with the authority in preserving and protecting forest, its flora and fauna.

On the occasion, over 250 saplings provided by Forest Department were planted in and around Doji Jeko village and school campus by the villagers headed by ASM Dagli Doji and Biodiversity Management Committee president Poge Doji. Retired teacher of the village Gumken Bagra also spoke on the occasion highlighting the importance of tree in maintaining ecological balance.

WSDSCEDS chairman Mijum Lona explained the importance of tree plantation and preservation of flora and fauna. He also informed the people about the initiatives taken by his society to ban illegal fishing at Yomgo River and its tributaries for an indefinite period and suggested the people to refrain from illegal fishing and hunting in and around West Siang district.

Advocate Kenbom Bagra, the legal advisor and spokesperson of the Society advised the people not to go for illegal hunting and fishing which may invite legal actions under various provisions of environmental related laws.

HOWS felicitates meritorious students

ITANAGAR, Jul 20: The 2nd biennial conference of the Hija Officers Welfare Society (HOWS) was held here yesterday where the retired government officers and meritorious students of Class X and XII belonging to Hija village were felicitated.

The students felicitated include, Taku Rimi, Kime Yama, Nada Tamar, Taku Anna, Taru Chobin, Kime Mamumg and Kago Komo.

BJYM office inaugurated

ZIRO, July 20: The office of the Lower Subansiri district unit of Bharatiya Janata Yuva Morcha (BJYM) near ITBP camp here was inaugurated yesterday by Raga MLA Tamar Murtem amidst huge gathering of party workers.

Murtem, in his inaugural speech, said that in his long eight years of service as government servant before being elected as MLA, he had seen only Kuru Tai, BJP district unit president as an active member who led only few workers at that time. But today with his determination and active persuasion, BJP has made tremendous achievement to attain this stage.

While suggesting party workers to follow the path of Tai, he exhorted them to gear up activities to further strengthen the party organization. He asked the party workers and cadres to strictly follow party guidelines and ideology.

Nani Opo, vice president, State BJYM, Kuru Tai, president BJP district unit, Takap Miki, president district unit BJYM also spoke.

HTMA demands arrest

ZIRO, July 20: A mass meeting of Hapoli Market Traders Association (HMTA) was held here today under the chairmanship of its vice chairman Tamo Tatung where more than 200 traders of Hapoli Township attended.

Various issues related to trading community of Hapoli Market including attack on a salesman of a wine shop on June 19 night were discussed in the meeting.

After the meeting, HMTA chairman Yomdo Tadu briefed the mediaperson in a press conference about looting and attack on the salesman of the wine shop by some miscreants with sharp weapon on June 19 at around 7 pm. The whole incident was captured by CCTV camera, he said. He also informed that an FIR was lodged against the miscreants at Ziro Police station next day on behalf of the victim with CCTV camera footage but police is yet to arrest the culprit(s).

Incidents like looting, attacking etc. frequently take place at Hapoli town but most of the miscreants go scot free, said Dusu Tamang, Secretary HMTA. Alleging police inaction, he said, “police department is not interested in giving protection to traders.”

He appealed to various organizations and unions not to collect 'donation' and sell calendars, lottery tickets, etc without prior permission of the HMTA. He also appealed to all the three MLAs of the district to cooperate with the business community and take necessary steps to maintain law and order in the district.

Expressing concern over deplorable road condition, drainage system etc in market areas, he appealed to the local MLA to look into the matter and also appealed to the people of Ziro Valley to keep their town spic and span.

APRB organizes awareness campaign

ROING, Jul 20: Arunachal Pradesh Rural Bank (APRB), Roing Branch has decided to provide financial assistance to atleast 20 farmers of Bolik-Parbuk village through Kisan Credit Cards (KCC).

This was informed by GK Deori, Branch Manager of APRB, Roing in an awareness campaign held at Bolik village yesterday.

The awareness aimed at creating awareness to the farmers on various financial aids and assistance they can avail from regional banks, like APRB.

While interacting with the farmers, Deori assured to provide 20 units of KCC to the farmers of Bolik-Parbuk village through the bank. He informed that Rs 25,000 will be financed through one unit of KCC with annual interest of 7 percent. He said that many bankers are reluctant to finance through KCC mainly due to poor recovery of loan. He, however, took the risk for the cause of the farmers. He requested them to repay the loan on time for their own benefit.

Agriculture Development Officer Andeng Tayeng while urging the farmers to form Self-Help Groups (SHGs) said that many SHGs in the district were seen active in the initial stages but become defunct or inactive after some time. He requested them to start with zeal and to maintain the same. He also informed that many beneficiaries in the past have mis-utilized the KCC and did not return the loan amount incurring heavy losses to the bankers due to which many bankers are not willing to provide loan under KCC. He assured to provide every possible help to the farmers from the department of agriculture.

Mum Pertin, Office Assistant, APRB Roing explained to the farmers about the objective and benefits of forming SHGs.

The farmers had an opportunity for one to one interaction with the bankers during the awareness camp. They lauded the efforts taken by their Panchayat Leader and the Bankers and assured to make proper use of the benefits under KCC and for timely return of the loan amount. DIPRO

Students take out procession against drugs abuse

ITANAGAR, Jul 20: The students of St. Thomas School, Doimukh took out a procession with placards that highlighted the ill-effects of drugs.

Principal Shaji Cherian urged the state machinery and department concerned to prevent drugs trafficking.

"It is our moral duty to check drugs peddlers and stop its hazardous procurement. Let us all hope for a better tomorrow with emergence of a drug free nation," he said.

Fund no constraints for development of road projects: Rijiju

Proposal for survey of foothill road

ITANAGAR, Jul 20: Union Minister of State for Home Affairs Kiren Rijiju has said that fund will never be a constraint in implementation of road projects in Arunachal Pradesh but some of the issues related to it needs to be addressed properly and timely.

He said this in a meeting with Chief Minister Nabam Tuki and representatives from Ministry of Road Transport and Highways and state highway authorities to review the status of highways and other road projects in the state in New Delhi on July 18.

He said that roads would also be built under Border Area Development Program in a very hard pressed timeline for which he will convene a meeting shortly.

Rijiju, who has been given the responsibility to look after road projects in the Northeast states barring Assam by Union Minister of Road Transport & Highways N Gadkari, has proposed for survey of foothill road across the state from Bhairapkund in West Kameng district to Ruksin via Bhalukpong, Seijosa, Taraso, Kimin, Dollungmukh, Kangku, Likhabali and Nari.

He requested the Transport Ministry officials to provide funds for feasibility study and DPR preparation in the current financial year to which the MoRTH officials agreed upon.

He also suggested a methodology to be used while naming and numbering the highways within the state.

Rijiju informed that MHA has made provision for additional funds under BADP for Arunachal Pradesh. He requested the Arunachal Pradesh government to identify projects which need to be undertaken under this head. He also communicated that a director level officer from MHA will be deputed to visit the state and interact with the officials to finalize the list of projects to be undertaken for utilization of this project provision.

The re-alignment issues at Daporijo, Bame and Darka on Potin to Pangin (BOT) road was discussed and it was unanimously decided that the road should pass through Daporajo district headquarters and other realignment issues to be similarly resolved.

The issue related to eight yet to be awarded sub-projects was also discussed.

When the minister's attention was drawn towards difficulties being faced in executing the project on EPC basis by the Chief Engineer (highways), Rijiju suggested that identification/segregation of the projects should be done on case-to-case basis on either EPC or on item rate contract basis. This will be forwarded to MoRTH for consideration, he said.

The meeting also discussed the 4-laning of Itanagar-Banderdewa section of NH52A which is pending in MORTH and would be immediately processed for sanction.

It was also informed in the meeting that many of the road projects are awaiting forest, environment and wildlife clearances which need to be taken up with Environment and Forest Ministry.

The list of such projects will be provided by Arunachal Pradesh Highway Zone and MoRTH officials to the office of the Union Minister of State for Home for taking it up with the MoE&F for expediting clearances of the same.

The need for making fund provision for maintaining the roads which are yet to start but is in possession of MoRTH and state PWD was also discussed. The MoRTH officers have been requested to provide funds under flood damage and special repair provisions of the ministry.

Earlier, Tuki apprised the Union Minister about various issues related to re-alignment, land allotment and forest clearance, etc concerning implementation of highway projects in Arunachal and stressed on early resolution of the same.

He also stressed upon maintenance during construction of ongoing highways, especially at the stretches where ground execution has not yet started. He also emphasized on development of East West Highway corridor (from Balemu to Ruksin) running along the foothills region of Arunachal Pradesh

The meeting was attended by representatives from Ministry of Road Transport and Highways, SK Verma CE (NER), VK Rajawat, SE and RO MORTH, and representative from Arunachal Pradesh Hage Appa, CE Highway (WZ), KC Dhimole, Resident Technical Adviser, LD Thongdok, OSD Highway.

Illegal occupation of govt. land causes concern

RUKSIN, Jul 20: Expressing concern over massive illegal occupation of government land in and around Ruksin Township, the local people here have demanded the authority to frame a clear land policy for protection of land donated by public.

Allegation is that a large portion of government notified land at Ruksin Township are under illegal occupation of some non-bonafide individuals, who have been erecting temporary and permanent structures.

There is also allegation that some government servants, in pretext of lack of residential quarter in the township have constructed temporary and permanent structures on government notified land.

People from different villages under Ruksin circle including the PRI members, Gaon Burahs, senior citizens and student leaders recently held a meeting at Ruskin SDO's Kebang Hall and discussed the land encroachment issue. The meeting held in presence of Ruksin Circle Officer and PIs heard statements of the alleged encroachers and enquired the ground realities.

As such, some families, who donated land meant for Ruksin town are reclaiming parts of their donated land as it is not being used for the purpose it was donated for.

It may be recalled that in 2012, the Ruksin Area Youth Front (RAYF) demanded Sub-divisional administration to evict the illegal occupants of government land in Ruksin Township. The government employees earlier denied any illegal occupation of land in the township, but their illegal occupation was ascertained after the matter was taken up with district Land Settlement and Revenue Department.

The Youth Forum also sought intervention of East Siang Deputy Commissioner to make the lands of Ruksin town free from encroachment and illegal structures. But, their repeated pleas have failed to draw attention of the district administration, which has indirectly encouraged the encroachers.

The public meeting decided to move against any encroachment on government land. The locals have demanded the authority for early notification and demarcation of the donated land in the township.

‘Development of border areas a top priority’

ITANAGAR, Jul 20: Realizing that the development of sensitive border state of Arunachal Pradesh was lagging far behind, Union Minister of State for Home Affairs Kiren Rijiju has assured Health & Family Welfare Minister Kalikho Pul to push for special dispensation to accelerate state's development.

During his meeting with Rijiju in his New Delhi office on Saturday, Pul, who hails from Anjaw district bordering China, drew the former's attention as to how ramshackle porter tracks, foot suspension bridges, log bridges and culverts - the lifeline in border areas - were affecting the border patrolling and life of the locals. "Huge funds are pumped in for further development of the developed areas. But security of Arunachal Pradesh would ensure the security of the nation for which a special package should be given for border development," Pul emphatically pleaded to receive in principle approval from Rijiju.

Pul pinpointed various lapses in the funding process. Kiren consented to consider the suggestions.

Cleanliness drive by Green Pioneers

ITANAGAR, Jul 20: The members of Green Pioneers (GP) today conducted cleanliness drive at Chandranagar here in collaboration with members of Municipal ward no 4.

Enthusiastic volunteers were seen picking up waste products all over. Several citizens of Chandranagar area came out of house equipped with brooms, spade etc to join them.

Placards inscribed with message to maintain cleanliness were put in and around the Chandranagar market area for public display.

While appreciating the voluntary act of GP members, Gora Talang, Councillor Ward-4 appealed vegetable vendors and shopkeepers to learn civic responsibilities and contribute in keeping the area clean.

Spreading the message on cleanliness and hygiene, Ajit Tajo Sonam, a member of Green Pioneer, exhorted local people and business community to maintain cleanliness and keep the surrounding hygienic to avoid health hazards. He also reiterated that the motive of the voluntary cleanliness drive was to inspire and intrigue the people to follow cleanliness measures.

While, expressing gratitude to the volunteers, Byabang Ganga, a member of GP also urged local people not to let their efforts go in vain. After finishing the cleanup event the volunteers of GPs proceeded to Donyi Polo Mission School for Hearing Impaired where they interacted with differently abled children.

Paradise Resort - A calm escape from dirt and heat of the town

The place is yet to have a name. People who live nearby calls it 'resort'. To visitors, it is known by the name - 'Aqualand'. Yet without a suitable name for itself, the place has started to attract people wanting to escape the sweltering summer heat.

It started 20 days back as 'Paradise Resort'. This is how the owner - Bajemso Kri likes to call it for a while. Located 11 kms away from Tezu town, the place has become a favourite destination for those who want to escape summer heat and the dust and dirt of the town.

Going by the name - Aqualand, as visitors are made familiar to; the place is not where one might expect a chain of water amusement parks. However, one might discover it to be a nice place for those who want to take off from their busy schedule for a while.

Set on a small river stream with perennial spring water source from nearby Digaru River, the Paradise Resort is a tranquil setting with good place to eat, drink and swim. The restaurant offers nice meal with local delicacies and Chinese flavour. The place to swim is a natural setting, where one can enjoy the natural river current.

"I was always interested in opening a resort. Luckily, the location of Paradise Resort attracted me a lot," says Kri. Running a restaurant business has not been new. He already owns a popular restaurant in Tezu - the Nancy Restaurant.

Since the resort has just started, it has limited facilities. However, the owner has kept plans to expand the campus, and to add facilities like pool and lodging. He is optimistic that in days to come, the resort will become a hotspot for visitors from nearby places.

Located in a prime area near the NH52 highway (Roing-Tezu), the resort lies at comfortable distance from Roing, Tezu and Chowkham. The wait is now for Bhismaknagar Bridge and Alubari Bridge to get completed, which is being built by the Border Roads Organization (BRO) as part of the Trans-Arunachal highway.

Once these bridges completes, the resort will be just half hour drive from Roing, and ten minutes drive from Chowkham. Kri is now excited with the idea that the resort will serve as a meeting point for people from three different places - Tezu, Roing and Chowkham.

Bilat HS School wins 2nd Bote Moyong Memorial Football Tournament

PASIGHAT, Jul 20: Spread the message of brotherhood through the games which will be the true tribute to the great freedom fighter, said Tapang Taloh, DSE on the occasion of the closing ceremony of the 2nd Bote Moyong Memorial Football Tournament today.

He exhorted the players to play with sportsman spirit and dedication. Games and sports not only develop discipline and team spirit but also help develop good body. And good minds resides in good body. That is why games and sports has become an important curriculum in the schools. The state Govt. is also giving importance to it by reserving quotas for sports persons in govt. jobs. Therefore all should take it seriously and develop their skills further. He assured to support and help for development of infrastructures for games and sports from the department. He appealed all the players to display their best so that the younger generation are inspired and become good players in future.

East Siang DDSE Tani Talom while highlighting the contributions of Lt. Bote Moyong hoped that through the tournament his vision of unity and brotherhood will be spread in the society.

Justice should be delivered to victim of MH-17

The downing of Malaysia Airline MH-17 is one of the examples of how innocent people become victim of war. The 298 people killed in the accident had nothing to do with war between pro-Russian separatists and Ukrainian government. And to make matter worse, it seems now the soul of dead people is getting caught between political war of USA and Russia. There is growing fear that with rebels not cooperating in investigation one may never know who is responsible for downing of MH-17.

Ukraine and pro-Russian separatists has been accusing each other of shooting down the airline. Unless proper prove is done, truth will not be known. However giving ray of hope, today rebels recovered the black boxes from downed Malaysia Airlines and assured that they will hand them over to the International Civil Aviation Organization for prove. It's too early but everyone is hoping that rebels will fulfill their commitment and hand over black boxes at the earliest. All the stakeholders be it Russia, Ukraine, rebels or USA should forget their differences for now and together carry out investigation, so that innocent dead soul is given justice.

A good initiative

Dear Editor,

This refers to the implementation of the CM Health Insurance Scheme and its successful implementation. This scheme has immensely benefited the poor people, especially those residing in the remote area of this hilly state.

I congratulate the Chief Minister Nabam Tuki for launching this scheme to improve the health of those who do not get any medical care due to lack of health facility.

The visionary outlook of the CM is going to uplift those who cannot afford the high cost of medical treatment, particularly in the private hospitals.

The price difference

Dear Editor,

The cost of uniform number plate of vehicles has been fixed at Rs 1500/ in Arunachal, which is so much higher than Lakhimpur district of Assam. In Lakhimpur, it is fixed at Rs 350/. Why is the price difference so vast when it is the same company that is making the number plates?

Why have the prices been fixed like that? The authorities should look into the matter and fix a price that is affordable.

Intention and motive always counts

Dear Editor,

People keep making different schemes, both small and big, of local or national importance.

Some of such schemes are successful, but most of the schemes are unsuccessful. People are hardly careful about the success of the scheme due to their ill intention and ill motive, especially when it comes to the schemes of the state and national importance. It really harms the state and the nation as a whole.

On failure of such important schemes, no one is held responsible nor responsibilities fixed.

Thus the public resources are wasted in one pretext or other.

If carefully examined, success or failure of schemes depends on the intention and motive of the people conceiving or making these schemes.

If one’s intentions and motives are good, the schemes are almost always successful.

So let us ensure that one’s intention and motives are good for the success of any scheme, may it be of any importance.

Include SSA problems in your agenda

Dear Editor,

Through the columns of your esteemed daily I would like to share my opinion with the apex student’s union AAPSU. No doubt AAPSU is fighting for welfare of students in particular and general public as a whole since its inception and also faced so many hardships. They made several genuine charters of demands to the state govt. but they have never talked about the regularization processes of SSA teachers. Directly or indirectly it affects the schools and

students.

If AAPSU is really thinking for students’ welfare, may I please appeal to the AAPSU leaders to kindly take a stand on the issue. If possible include early regularization processes of SSA teachers in their charter of demand.

The slow process of regularization has directly affected the states educational scenario.

If the state govt. is financially sound why they could not regularise the jobs of SSA teachers at one go? If the jobs of the SSA teachers are regularised at one go then the state government will save huge amount. In addition to this, the late release of SSA teacher’s salary

is another great cause of concern. It’s been four months since they last got their salaries.

Reconsider the cut off mark

Dear Editor,

All Aalo Youth welfare Association would like to request the college authorities of DPGC Kamba, the lone Government College of West Siang to review the cut off marks. The college authority has kept a cut off mark of 45 percent for admission in first year B.A course. The authorities have failed to understand that it is very difficult to score high marks with poor educational facilities in interior higher secondary schools.

There are sixteen higher secondary schools in West Siang and a lone degree college. If these students are not absorbed in Kamba College, then it would be very difficult to get admission in other district colleges.

Getting admission in private colleges is an expensive affair and moreover there is only one private college in West Siang with very few seats and high admission fees.

Through this letter I would like to request the college administration to reconsider its cut off criteria for admission. If these youths are not shown the right path and left on their own it may take an ugly turn resulting in loss of their future.

Bandh: Legitimised for undemocratic purposes

Dear Editor,

Bandh is a democratic term legitimised for undemocratic purposes.

Soon there will be bandh call to ask for stopping bandh call. In a democratic country, everyone has right to speech and be heard. But that’s not an absolute right. No one has the right to take away others right to earn livelihood, work, run business, profess religion, right to education. But this dreaded culture has breached everything. This has been used to meet vested interest, which I believe now, citing it as for common good.

According to statistics, there is one organisation for every six hundred people in India. But, in our state, I believe its the reverse with 600 NGOs for 1 person.

If one were to count the number of organisations, I am sure anyone would faint. And if all start calling this artificially coloured democratic bandh call, then 365 days calendar need more days.

Let the students go to school. They are our future. Let the workers and engineers work. They are builder of our state. Let the vegetable vendors sell. They give us fresh food and also help them to meet their children’s school fee. Let the aspirants, sports persons prepare. They will bring good name to us. Let the civil servants do their work. They are the steel frame of our state and most efficient deliverers.

This culture is alien to us. Its use has saturated and proved destructive. Let’s do away with bandh and find other ways.

Monsoon havoc

Dear Editor,

It is for the kind attention of concern authorities that many Paddy fields, roads and houses of Chambang area under Kurung Kumey District have been damaged due to the landslide that occurred during this monsoon. Due to heavy rain, the PMGSY road from Bokam to Chambang and NABARD road from Dari to Chambang, wooden log bridge from Pate to Palin have also been damaged. The transportation system have also been hit due to the rains.

Therefore, I demand the authorities to make spot visits for initiation of restoration work. I also appeal for sorties for dropping essential commo-dities in the area.

Mend the roads

Dear Editor,

The link road from Sille to Yagrung which was initiated last year is yet to be finished. The partially completed portion is totally damaged now just after a year of construction due to low standard material used in construction. Is the department aware of this? I appeal to the RWD Minister and Joint Secretary, govt of India responsible for the PMGSY to look at the cause of delay in the road completion.

An inquiry should be instituted regarding the quality of the road. This road is the main link in summer from Yagrung till the last village as Rina.

Before the patience of the public runs out, I appeal the DC East Siang also to discuss the matter with RWD.

While the district has many a unions, it is a pity that we don’t have even a single self-styled union which operates in the field of public service and awareness.
